One of these improvements is The Constitution, and when Tropico actually declares independence - thereby ending the Colonial period - you get to draft one, deciding what its stance on religion (theocracy, secular, or atheist?), the military (militia, conscripted, or professional army?), and voting rights (wealthy only, men only, or everyone?) will be.
